FISTF World Cup Roma 2022 – Qualifying Process

The following is the official process for players to qualify for the FISTF World Cup.

For each category, 8 players will be selected based on the World Ranking at the end of May.

Only two players per country can qualify by this means per category.

FISTF will notify all MNAs which are the players who have qualified by this means.

Should one of these 8 players decline the invitation, then the World Ranking place remains unfilled, but the number of overall players in the tournament remains the same.

Separately, from June 1 to July 20 all nations are invited to nominate:

  1. Two players per category PLUS two substitutes
  2. A team for each category, comprising no more than 6 players.

The deadline for submission is July 20.

The maximum number of players from all countries in each category is as follows:

(i)           Open:                  64

(ii)          Veterans:            64

(iii)         Under-20:           32

(iv)         Under-16:           32

(v)          Under-12            32

(vi)         Women:              32

Once all nominations are received, FISTF will begin the process of filling vacant places, based on the formula outlined in the FISTF Handbook [2.8.2 (e)]:

  1. First substitute from a country that has no players selected by the World Ranking
  2. First substitute from a country that has 1 player selected by the World Ranking
  3. Second substitute from a country that has no players selected by the World Ranking
  4. First substitute from a country that has 2 players selected by the World Ranking
  5. Second substitute from a country that has 1 player selected by the World Ranking
  6. Second substitute from a country that has 2 players selected by the World Ranking

Please note: the vacancies will be filled based on the order that the players were listed on the official form F40B.

All ‘first substitutes’ will be processed according to their world ranking.
Therefore, if there are only three places vacant in the Draw of 64, but four players who are the first substitute from a country that has no players selected by the World Ranking, then the three highest ranked players will be chosen.

If there are sufficient places for all the first substitutes from a country that has no players selected by the World Ranking, then they all will be entered.

If there are still places to be filled in the Official Draw, then selection moves to the first substitute from a country that has 1 player selected by the World Ranking. Again, if there are more players than places, then the highest ranked substitutes will be chosen.

This process works its way through until all 64 places are filled.

  • If there are still places vacant, then special ‘wild cards’ can be offered, as per the FISTF Handbook:
    Special wild cards can be awarded by the FISTF Board of Directors, on a case-by-case basis,

    • to players coming from Nations that are not FISTF MNAs or;
    • to players registered by their Nation only for the team competition, even if the Nation’s limits set in 8.2(d) are exceeded, to complete the maximum number of players in a category, only with approval of their MNA.

 

All players who are nominated by their Member National Association (MNA) or Provisional MNA must have a FISTF licence.

Each nation is permitted to nominate 6 coaches/officials for the tournament.
Each nation is permitted to also nominate 2 Association officials for the tournament’s formal functions.

In the lead up to the world cup, once the final lists have been announced, it is inevitable that late withdrawals will happen.
Each nation is permitted to replace these late withdrawals, whether for Individual or Team events.

However, all nations are expected to respect the FISTF Regulations:

2.6.7 Special Rules for FISTF World Cup

  • MNAs which:
    • withdraw from a World Cup Teams event after already having registered, and which fail to give an early notice of at least two weeks or to present a reasonable justification to the organiser of that competition within a reasonable time, or
    • leave the competition while they have already qualified for a next round of games, without playing their scheduled games (except for cases of huge delays of competition schedule),
    • A delay in competition may cause missing travel home on the same day (e.g.: Saturday or Sunday). If players stay overnight and travel home the next day (e.g.: Monday), they shall stay at the event and play and show respect to fellow competitors,
  • Shall be penalised as follows:
    • Withdrawal without giving an early notice of at least two weeks: 30 Euros per team
    • Withdrawal in the last 5 days before the competition: 50 Euros per team
    • Withdrawal in the last 48 hours before the scheduled start of the competition: 100 Euros per team and suspension of the withdrawn team from the next World Cup.
    • Additionally, National teams which leave the competition without playing their scheduled games will be awarded no world ranking points from the World Cup. (except for cases of huge delays of competition schedule or where a delay in competition may result in the players missing their travel home on the same day).
  • Players who:
    • withdraw from a World Cup Individuals event after already having registered, and who fail to give an early notice of at least two weeks or to present a reasonable justification to the organiser of that competition within a reasonable time, or
    • leave the competition while they have already qualified for a next round of games, without playing their scheduled games (except for cases of huge delays of competition schedule),
  • shall be penalised as follows:
    • Withdrawal without giving an early notice of at least two weeks: 15 Euros
    • Withdrawal in the last 5 days before the competition: 25 Euros
    • Withdrawal in the last 48 hours before the scheduled start of the competition: 50 Euros, deduction of 100 world ranking points and suspension from the next World Cup.
  • Additionally, players who leave the competition without playing their scheduled games will be awarded no world ranking points from the World Cup. (except for cases of huge delays of competition schedule or where a delay in competition may result in the players missing their travel home on the same day)
