Preamble
Proposal: To authorise the Board to make changes to the FISTF Statutes, as outlined below, to take effect immediately following the 2024 Congress.
Background:
The FISTF Statutes can only be changed at a FISTF Congress or Extraordinary Congress. It is established practice to review the Statutes prior to each Congress to determine whether amendments are required.
The Board has reviewed the Statutes and is proposing the following changes, many of which are a result of discussions and decisions made at the 2023 AGM.
f) New Article 11.6 – clarify process of nomination of individuals to stand for Board elections
To formalise current longstanding practice, it is proposed to add a new Article 11.6, as follows:
(EN) Candidates to apply for a Board of Directors position must comply with the following:

- The candidate communicates their intention to their domestic association. This is because the domestic associations (MNAs) are the members of FISTF, not the players.
- The player must get approval for their candidature with a signature from their MNA president or secretary, and with the approval of the MNA board.
- The MNA confirms that the applicant is a full member of the domestic association and is not under any sanction.
- Any candidate must submit a statement as to their objectives for the position for which they are applying.

Note: The Board of Directors voted on 31 October 2017 to approve this in an internal motion, to avoid conflicts between individuals and MNAs. It is now proposed to include this formally in the FISTF Statutes.
As discussed at the Congress, if the proposed „ticket“ approach to Congress elections set out at Resolution 6(a) below is adopted, Article 11.6 will need to be further amended.
