4.2.2(d) – proposed establishment of Development Fund

Proposal: To authorise the Board to amend the Official Handbook, with effect from 1 September 2025, to establish a Development Fund as outlined below.

Background

  • I propose to create a Development Fund.
  • A proportion of ALL fees received by FISTF would go to this fund.
  • The aim of the fund would be to assist smaller MNAs/MNAPs in growing the sport in their territory.
  • The MNAs/MNAPs could apply for support for:
      • Purchasing of equipment (pitches/boards/bases etc)
      • Venue hire for development
      • Provision of equipment to donate to schools/community groups
  • The regulations guiding these donations would be:
      • No donation to an MNA which has won a World Cup, either team or individual
      • FISTF would only match the expense of the MNA/P: So if they wanted to buy a pitch, goals, bases etc FISTF would buy a second pitch, goals, bases etc
      • No donation could exceed more than €250 in a single transaction and no more than once a calendar year.
      • The MNA must provide full receipts of any purchase etc. If the MNA receives a donated item from some other source, that does not count towards the “matching” quota. They would still need to purchase an item to be matched by FISTF.
      • The MNA must provide full photographic evidence that the equipment is being used for the desired purpose.
