Preamble

8.4. Substitution rules (change the number of substitutes)

Additions in bold:

At half time, both coaches have the opportunity to substitute one of the four players that has played the first half of the match. The referee shall be notified of any changes made. The reserve player takes over any sanction cards of the substituted player from the first half of the match. The team that won the toss must first declare its intention to make the substitution. The referee will ask to the captain of the team that won the toss, to declare the intention to make the substitution. Once the captain of the team that won the toss, has made the substitution, or declared they didn’t want to make substitution, the captain of the other team has the possibility to make his substitution. In case a team has 6 players, then they have the right to make two substitutions at the same time.

This was a text change to allow for the proposed changes in Resolution 19.
It would allow for up to 2 changes in a team at halftime.

An amendment was proposed by Naszalyi (FRA) that the second change (in the case of 2 substitutes) could be made at any time in the second half of one match when the ball is ‘dead’. The substitute would immediately swap in for the other player, using the existing figures, no change of figures, no polishing and no change of keeper. This could happen at any time in the half (if the ball is not in play: goal flick, flick off, free flick, flick in, corner flick)

  • I object to the proposed change (30%, 6 Votes)
