Decision on matters arising from Athens International Open

A claim was made to the FISTF Disciplinary Council by Josef Camilleri (MLT0014) concerning the behaviour of player Ioannis Salamouris (GRE0329) concerning breaches of the FISTF Disciplinary regulations, namely repeated swearing, abuse of opponent, breaching:
Article 14 Special Obligations of Players
14.1 Obligation of restraint: Players will show restraint during competitions, whether they are presently engaged in a match. In particular, the following will be considered as a breach of these disciplinary regulations:
(a) Negative criticism or harmful comments about another Player, Club, a referee, the head referee, a third party, the competition organiser or an MNA. Behaviour or declarations which are capable of leading to acts of violence.
(d) Swearing during the match against anyone.
(e) Insults against another Player, Club, a referee, the head referee, a third party, the competition organiser or an MNA.

Additionally, a claim has been made against referee Lazaros Papakonstantinou (GRE0001) concerning changing of referees without authority, namely breach of 2.4.3 (i) with the substitution of referee Dimitrios Kosmopoulos (GRE0136) by Papakonstantinou without the authority of the head referee and without meeting the requirements of any regulations.
2.4.3 FISTF Licensed Referees:
(f) Replacement of Referee
(i) A referee (individual or team) may be substituted by the Head Referee or by the Competition Manager before starting a match if it appears that their nationality or club could be a conflict of interest with one of the players or teams in the match. (vi) Under no circumstances may an individual player or team request a change of referee.

Further, there is an allegation of a breach of 14.1 (d) (swearing) by referee Dimitrios Stamatopoulos (GRE0013), referee of the match Mauro Camilleri (MLT0015) – Panagiotis Konstantakos (GRE0382) at player Camilleri. As the matter was raised with the FISTF DC, we asked for statements from all parties, including organiser Georgios Dimakeas.

A statement was received from Mr Dimakeas in which he confirmed the inappropriate behaviour of player Salamouris, switching of referees, and response of Bormla players.

He had no comment on referee Stamatopoulos.
A statement was received from Mauro Camilleri regarding the behaviour of referee Stamatopoulos.

No statements were provided by the named Greek players.

The Disciplinary Council has decided on the following penalties for those named.

1. Ioannis Salamouris (GRE0329) – foul and abusive language towards a competitor. Loss of tournament’s ranking points + additional 50pts deduction + requirement for a written apology within 30 days. Failure to provide a written apology will result in doubling of the points penalties.
2. Lazaros Papakonstantinou (GRE0001) – requirement for a written apology + warning (no authority to change referees). Failure to provide a written apology within 30 days will result in 50 points WR penalty.
3. Mauro Camilleri – warning (should not retaliate)
4. Josef Camilleri – warning (should not retaliate)
5. Dimitrios Kosmopoulos – warning (lack of control by referee).
6. Dimitrios Stamatopoulos (GRE0013) – warning – requirement for a written apology within 30 days (reported foul language by a referee)
7. Noctuas Athens – loss of tournament’s ranking points + requirement for a written apology within 30 days (for behaviour of team members)

All penalties and warnings will be kept by the Disciplinary Council for future reference.
Those named have 30 days to appeal these decisions.

FISTF world in shock at passing of Fred Vulpes

It’s with a heavy heart that we inform the table football community of the passing of Fred Vulpes, FISTF vice-president of Finances.
Hailing from Germany, Fred was the longest tenured member of the FISTF board and was planning to retire from the post after the 2024 World Cup.

He was elected onto the FISTF Board in 2002, at the Congress in Birmingham, and apart from a short absence after the Extraordinary Congress in 2010, he held the reins of the finance department.
He worked with former General Secretary Horst Deimel to change the financial reporting process, then was an  enthusiastic distributor of the FISTF accounts to all member nations on a monthly basis.
An experienced player and a gentleman, his work in front of FISTF’s finances was flawless.
Apart from table football, he was also a well respected football referee for 1. FSV Mainz 05.
We wish his family and friends find solace in this particularly tough time.
Fred’s brother Thomas passed away in 2020.
 

He will be sorely missed.

Flores sweeps all to claim Mallorca GP; Field takes Veterans and Villarigues the women’s event

Carlos Flores (F.Lli Bari Reggio Emilia/ESP) stormed to victory in the Mallorca GP with an emphatic 9-3 victory over Miguel Angel Lopez (Mallorca Águilas FM/ESP).
Flores scored an impressive 34 goals in 5 matches to claim the title.
Semi finalists were Angel Valverde (CAP Ciudad de Murcia FM/ESP) and David Gonzalez (Mallorca Águilas FM/ESP).

Similarly, John Field (Tiburones FM/GIB) scored 23 in six matches, including a 3-2 win in the Veterans final against clubmate Antonio Montano (Tiburones FM/ESP).

Carolina Villarigues (Subbuteo Dragons/POR) took the Women’s event, claiming the group with 4 commanding wins, beating France’s Audrey Herbaut (Elan SC Champs) 1-0 to take the title.

Nastasi claims third Major of Bologna; all the winners and results

Massimiliano Nastasi (Bologna Tigers/ITA) claimed the Major of Bologna with a  2-1 win over Luca Battista ( TS Napoli Fighters/ITA).

Coming from 13th seed, Nastasi also took the new Macron Trophy for three Bologna Majors.

France’s Aubrey Herbaut (Elan SC Champs/FRA) claimed the women’s event, beating Portugal’s Carolina Villarigues (Subbuteo Dragons) in a drama filled 4-3 final.

Great promotions in France and Greece

Great work in Greece and France to promote our sport.
Thessaloniki TSC conducted a table football demonstration at the Thessaloniki Hobby Festival, with Nikos Gkiotlis and Koureas Takis taking the lead.

On the other side of Europe, a table football demonstration took place in the Fan Zone of FC Metz during the match against Metz in Grenoble.

Well done to both countries.

Yokohama International Open – Disciplinary Decision

A claim was made to the FISTF Disciplinary Council by player Andrew Martini (JPN0153) per Article 20 of the FISTF Disciplinary Regulations, regarding an alleged breach of the disciplinary regulations by player Stéphane Lambert (BEL0050), during the Yokohama International Open specifically: > Poor behaviour, aggression, failing to follow the rules (persistent breaches of Rule 2.4.3 (c) Rights of FISTF Referee:
(i) During any match, the referee’s decision is final and cannot be changed, except in cases where the referee may interrupt the match and ask the Head Referee for advice about rules.
(ii) Players are prohibited from asking the Head Referee for intervention. Only the match referee can ask for Head Referee intervention.
(iii) The following behaviour by players is strictly forbidden:
(A) Making game calls or refereeing actions themselves (e.g., “back”, “foul”, figure repositioning etc.)
(B) Changing referee decisions
(C) Criticising or influencing the referee’s decisions
(D) The use of insulting or harmful comments towards the match referee
(E) Threatening or attempting to use force against the referee
(F) Stealing or damaging the match referee’s equipment.
> Insults, abuse, or verbal threats (Article 4.1)

The FISTF Disciplinary Council acknowledges that player Lambert sent a general email to all NOSK players apologising for his behaviour after the event, as well as a submission to the DC along similar lines.
Nonetheless, the FISTF DC takes such behaviour seriously. The FISTF DC has decided that player Lambert be penalised with the deduction of 90 World Ranking points effective immediately, being the points gained for winning the Yokohama IO.
The referee named in the complaint, Takafumi Tokita (JPN0044) is also given a formal warning to be conscious of the Rules and Regulations and responsibilities of referees.

The FISTF DC also recommends to the FISTF Sports Director Chris Angelinas be contacted to ensure Head Referees are appointed for all events well in advance. It is also recommended to the FISTF Rules Committee that an online rules questionnaire and a programme of referee tests be commenced.

As per Article 24.1 of the Disciplinary regulations, the plaintiff, the defendant, or both may, within thirty (30) calendar days of the publication of the Judgement on the FISTF official website, appeal from a Judgement and/or sentence by writing to the Chairperson.

Eliot Kennedy co-opted as FISTF General Secretary

FISTF has co-opted Eliot Kennedy (AUS0007) into the role of General Secretary until the 2024 Congress,
Since the resignation of Francesco Lo Presti in October 2022, the FISTF Board has been struggling to manage the various correspondence and responsibilities of the General Secretary role, with others being forced to take these duties.
A wide-ranging campaign to find a replacement yielded no candidates, even with promotion on the FISTF social media, and direct approaches to various personalities.
The FISTF Board agreed to streamline the responsibilities of the General Secretary, and Eliot expressed a desire to take the role.
The FISTF Board was conscious of the restrictions of the Statutes, which generally preclude two members from the same MNA being on the ‘core’ board (apart from Confederation representative).
But there is a clause in the Statutes that states: Only co-opted persons may come from the same MNA or have same Nationality to warrant the functionality of FISTF within the office period.
We took this opportunity to co-opt Eliot until the 2024 Congress.

Eliot has been involved in table football in Australia since 1975 as a player, World Cup representative (1994, 2022), representing Australia at the Asian Cup, as well as having 13 national team caps.

He has been on the Australian Table Football Association committee since 2016, and has been a member of the FISTF Editorial team, reviewing documents at the request of myself and previous Secretary Generals.
Professionally, he has worked in the area of anti-money laundering and proceeds of crime with international organisations and is now semi-retired, while still offering strategic advice in relation to the international standards of the Financial Action Task Force (FATF) against money laundering (ML) and terrorist/proliferation financing (TF/PF).

Eliot joins an illustrious list of past General Secretaries, stretching back to the foundation:

Bormla Subbuteo club wins home FISTF Grand Prix

Bormla Subbuteo club won the FISTF Grand Prix of Bormla 2-1 in the final against SS Lazio TFC (ITA).

The semi finalist were Valletta Lions TFC & Stembert (BEL).
The Bormla team was composed by Captain Charlie Aquilina, Jason Pisani, George Ebejer, Mauro Camilleri and John Zammit.

In the OPEN event the winner was Samuel Bartolo of Valletta SC (MLT)  who beat Pascal Scheen of Stembert (BEL) 2-1.

In the Veteran category, Patricio Lazzaretti of Lazio tfc Italy beat Massimo Cremona (Charleroi/MLT) 6-3. Semi finalists were Pascal Scheen & Daniel Scheen both Belgians from Stembert.

In the Under 20 the winner was Jayden Bonnici (Valletta lions TFC) who beat Lorenzo lazzaretti Lazio tfc 2-1.

The consolation cup was won by Lorenzo Lazzaretti (Lazio) who beat  Josef Camilleri of Bormla sc 2-1 with a golden goal.

The Presentations were done by Bormla Major Mr Marco Agius and Mr Tony Borg. Guests included Vice Major Miss Noyah Spiteri Hammett and Aum representatives.
This event was organised with the collaboration of FISTF, the MTFSA, Cospicua local council, SportMalta, Kottonera Foundation, Aum, Euroclub Hotel’s condominium, Kazin Banda San Gorg Bormla, Cospicua Rangers, Cherries, Marindex, Nexos, Cafe Rouge and tik print.

Flores wins International Open of Valencia

Carlos Flores (F.Lli Bari Reggio Emilia/ESP) claimed the International Open of Valencia 2023 in Open category, after beating David Gonzalez (Mallorca Águilas FM/ESP) 5-1 in the final.
Miguel Angel Lopez (Mallorca Águilas FM/ESP) and Alberto Mateos (SC Fiamme Azzurre/ESP) completed the podium.

Vienna GP a huge success

Wolfgang Leitner (TSC Royal 78 Kaisermühlen/AUT) claimed his home Grand Prix, beating Massimiliano Nastasi (Bologna Tigers Subbuteo/ITA) 2-1 in the Open final.
Nastasi beat Jurgen Balzan (ST Stembert/MLT) 2-0 in their semi final, while Leitner beat clubmate Christian Haas 4-2.

Daniel Scheen (ST Stembert/BEL) claimed the Veterans event, beating Erich Hinkelmann (TSC Phoenix/AUT) 3-2 in golden goal extra time.

Both semi finals were decided on shots, with Segers beating clubmate Jérôme Cyganek 3-3 (2-1), while Pere beat Daniel Vranovitz (TSC Royal 78 Kaisermühlen/AUT) 2-2 (3-2).
