INFORMATION FROM FISCT – IMPACT OF COVID-19

FISTF has received the letter that Federazione Italiana Sportiva Calcio Tavolo (FISCT)  sent to all Italian sports table football clubs.
We pass this on as an information service for our community.

FISCT Letter – Prot. D03 / 2020
SUBJECT: Urgent resolution to suspend all FISCT events until 30 April, 2020

Following the evolution of the situation with particular regard to northern Italy and as indicated in the Decree of the President of the Council of Ministers of 8 March, 2020, containing measures for the containment of the whole national territory of the spread of the COVID-19 virus, we announce the suspension of all public activity and every FISCT event on national territory until 30 April, unless otherwise notified by national and local authorities.

The events scheduled by that date are considered postponed until a later date, with the Council reserving the right to communicate priorities, possibilities and in the coming weeks recovery methods during the 2019/2020 season.
The Federal Council undertakes to promptly communicate any changes and updates to what has been communicated.

We thank all clubs and their members for their understanding during this difficult time, and for actively collaborating in solving related problems.

Presidente del Consiglio dei Ministri del 8 marzo 2020, contenente Misure per il contrasto e il contenimento sull’intero territorio nazionale del diffondersi del virus COVID-19, si DISPONE LA SOSPENSIONE DI OGNI ATTIVITA’ PUBBLICA E DI OGNI MANIFESTAZIONE FISCT SU TUTTO IL TERRITORIO NAZIONALE FINO AL 30 APRILE p.v.
salvo diverse disposizioni da parte delle autorità nazionali e locali.

Le manifestazioni previste entro tale data si ritengono rinviate a data da destinarsi, riservandosi questo Consiglio di comunicare nelle prossime settimane priorità, possibilità e modalità di recupero nel corso della stagione 2019/2020.
Il Consiglio Federale si impegna a comunicare con sollecitudine ogni eventuale modifica e aggiornamento a quanto qui definito.

Official statement from FISCT on impact of COVID-19

Dear FISTF Community and sports friends all over the world.

We post here today’s (5th March 2020) press release from FISCT President Paolo Finardi, relating to the COVID-19 disease.

FISCT also adds that with the latest resolution, that FISCT Board has temporarily suspended all sports table football events in Italy until 3rd of April, 2020.

The events will be re-scheduled as soon as the minimum conditions of safety for players and organisation is achieved and certified, following the recommendations of the Italian Government.

FISCT Inquiry: Due to the problem of Coronavirus (COVID-19), we (FISCT) officially ask to postpone the International Open FISTF of Reggio Emilia, from March 28-29 until June 27-28. (see Calendar uopdates) 

We are with all our Italian sports friends. The entire world STF community understands the difficult situation.

Players changing categories – updated lists.

For the new season 2019-20, as per the FISTF Handbook, these are the players who will change category.

8.2 Definitions

For the season 2019/2020 the categories are as follows:
(a) Open;
(b) Veterans: players born before September 1st, 1973;
(c) Under-19: players born from September 1st, 2000, until August 31st, 2004;
(d) Under-15: players born from September 1st, 2004, until August 31st, 2007;
(e) Under-12: players born from September 1st, 2007 onwards;
(f) Women: female players only, of any age.

Consequently, please find hereafter the list of players (with valid license as per end of last season) by category who have changed category for the new season.

Please also note, that while the 2020 World Cup is technically staged after the end of the 2019-20 season, it is considered the Season Ending Tournament, and therefore, the above listed category definitions apply.

Transfer listing grows

As a service to the community, we’re publishing here a list of the official transfers as per August 19.
All clubs and players should check whether their transfer has been registered.
As per the new FISTF Handbook, the transfer period does not end until September 30.

Disciplinary Sanction Announcement

FiSTF Disciplinary Council

On 27th March 2019, a complaint was sent to the FISTF Board by Mr Brian Daley (ENG0089) acting as a referee in the final of the Veterans category at the English GP on 23rd March 2019 between Chris Angelinas (GRE0142) and Daniel Scheen (BEL0148).

This complaint was then referred to the FISTF Disciplinary Council.

In summary, Mr Daley’s complaint was that Mr Scheen had breached FISTF regulations on player behaviour, specifically:

6.3.2.3 (c) Criticize or influence the referee’s decisions
             (d) The use of insulting or harmful comments towards the match referee

The FISTF Disciplinary Council has spent some time investigating the incident in question, including input from participants on the day.

The FISTF Disciplinary Council has ruled that player Scheen’s conduct, consisting of abuse, insulting comments and gestures towards the match referee, was not acceptable.

“We as a Council, and as a playing community, must act decisively to send out a message that such conduct is not to be tolerated towards referees. Especially by senior players when there are young players present,“ the Disciplinary Council has stated. As a result, the FISTF Disciplinary Council has ruled:

      1) Mr Scheen must send a written apology by either letter or email to Mr Daley, for his behavior.
      2) Mr Scheen is penalised with the loss of all points gained from the English GP Veterans event.
      3) Mr Scheen is warned that repeat offences will be dealt with more harshly.

As per the current FISTF Handbook, either party may lodge an appeal.

Official Communication: Revised FISTF Handbook set for release

Dear Member Associations, players.

The FISTF Board of Directors has worked for the last few months to revise the official Handbook. The last official version is the one listed on the FISTF home page (https://fistf.com/docs/). 

A draft version of the revised version was sent to all Member Associations and a range of responses were sent back.

After processing these responses,  the Board of Directors has decided to go back to our Member Associations for confirmation or otherwise of sections of the Handbook.

One major change to the Handbook was the removal of all sections relating to the organisation of tournaments. These will now be included in a separate Tournament Organisation Handbook which will be released soon.

Many members offered good suggestions to improve language in the Handbook, make some things clearer, and better explain some sections. We agreed with these and will implement them in the Handbook.

However, it was agreed that where there was an objection to a section, either to the inclusion of the section, rewording, or removal, we would ask for a general vote by the Member Associations.

The sections to be decided by the Member Associations are:

Section 3.3.3: This relates to the provision of a Diploma stating that the Member Association is a member of FISTF.
Section 5.10.2 : Proposes a change to the number of foreign players a club may use in a team competition, from TWO to ONE if the player is listed within the top 200 of the FISTF World Ranking (Open). There is no restriction on the number of players outside the top 200 as at September 1 each year.
Section 5.11: Proposes a new category of transfer, a Loan Transfer.
Section 7: Membership fees and levies.
Section 7: It is proposed that the concept of the ‘Campaign’ be removed, where a Member Nation organizes a group of tournaments, with FISTF offering a discount on the total amount of tournament fees.
Section 7.7.2, It is proposed that if an invoice sent by FISTF to an event organise is paid within 14 days, a discount of 25% will be granted.
Section 9.1.1.  The proposal is to change the wording of this section to read: Only for Europe, the third weekend every month (except for June, July and August) should be (rather than has to be) free of Major, Grand Prix and International Open tournaments.
Section 10.1.1 FISTF World Cup general rules – World Cup is now biennial (every two years)
Section 10.2.3 Selection of Players. At the 2017 Congress, it was agreed to remove the U12 category from the World Cup only. The U12 category can still be contested at all other FISTF events.
Section 2.1.1. The members of the Board of Directors and any committees may present a claim for payment of expenses.

Once these sections are defined, the final approved Handbook will be issued before the end of June.

FISTF Official Communication on Electronic Devices

The FISTF Board received a request from a player concerning approval to use headphones and music while playing in matches.
After some discussion, the FISTF Board has decided against players wearing headphones, with or without music playing, in FISTF events.
Our reasoning includes:
> The wearing of such equipment — even if the music level was low — would hamper the natural directions that are provided by referees, and the conversations that goes on between players and referees. It would open the way to mishearing calls from the referee or opponent.
> It would reduce the interaction and therefore sportsmanship and mutual respect between players.
> Even at a low level, music might be heard by the other player which would be distracting.

Similarly, a request has been made from some players to formalise a policy regarding the wearing of video recording devices by players in FISTF matches.
The Board has decided that the wearing of these devices (GoPro etc), either head-mounted, or chest-mounted, is also not permitted.
Our reasoning concerns:
> The likelihood of distraction of the player wearing the device.
> Possibility of the device falling onto the playing surface.
> Possible interference with the decision making of the referee.
