AGM Resolutions

In the interests of transparency for the whole table football community, the FISTF Board has decided to publish here the resolutions that were put to the recent FISTF Annual General Meeting.
These resolutions will be voted by the Member National Associations (MNA).
We ask that all players discuss the issues raised here with their own national association, in whatever forum is available to them.
Your views can help shape the decisions of your national association.
It needs to be emphasised that as defined by the FISTF Statutes since 1992, the national associations are considered the members of FISTF.
The voting for these resolutions will begin on December 10 and close on December 20. Only MNA representatives have access to the voting platform.

FISTF Transfer Period is Open

Dear all
The official FISTF transfer period is now open.
All players wishing to transfer must let their national association know and work with them to complete the Transfer Form06.
This then needs to be submitted to FISTF by the MNA (member national association).
The transfer period ends on January 31, 2023.

2.3.9 Rules for the Transfer of a Player between two clubs
   (a) Players may transfer between two clubs subject to the following conditions:
      (i) A “Sports Season” is the period between the 1st of January and the 31st of December each year.
      (ii) “National Transfer” is defined as the transfer of a player between 2 clubs of the same nationality as the player.
      (iii) “Transfer Period” is defined as the period between the 1st of December and 31st of January for all nations, all regions, using Central European Time as the official date. The official date of the transfer is the date of email sent to FISTF, not the date of signature. All correspondence must be received BEFORE 31st January as mentioned above.
     (iv) All National Transfer requests shall be made using Form F06E. This shall include the list of all transfers of players registered with the MNA in the relevant season. When completed, the form shall be sent to FISTF for registration. If the MNA has its own internal transfer form, it can still use it for National Transfers. However, the use of Form F06 for International Transfers is mandatory.
     (v) An “International Transfer” is the transfer of a player when the former club or new club has a different nationality to that of the player.
     (vi) If a player wants to transfer to a new club for the following season, they shall submit FISTF Form F06 to FISTF during the Transfer Period. No permission/signature from their existing club shall be needed.
     (vii) A player may only play for one club in FISTF Teams competitions during a sports season.
     (viii) A player can only make one transfer during a Sports Season, excluding a Loan Transfer.
     (ix) In the case of an International Transfer, the following procedure must be followed:
           (A) New club (or player) submits Form F06 to the player’s MNA.
           (B) This form must be signed by the player and by an official of the new club. The signature of the official of the former club is not mandatory, but the official still must be informed by being included in the recipient list of the request email. Also, the form must be disclosed to the MNAs of the new and the previous clubs, for their information.
           (C) Once approved by the MNA of the player, the form is sent to FISTF for registration.
      (x) There is no restriction on the number of players that can be transferred within the same MNA.
     (xi) New players can join a club at any time during the season, as defined above.
     (xii) Players may join a newly created club in the period outside of the Transfer Period if they are registered on Form F20 at the same time as Form F10 and Form F20 are submitted by the MNA to FISTF. This is the ‘Foundation Members’ rule. Players who later want to join this newly created club may only do so during the transfer period. New players (previously unregistered) may join at any time.
     (xiii) Players shall be enrolled anew each season.

Chris Angelinas appointed as FISTF Sports Director

FISTF is pleased to announce Chris Angelinas has been appointed FISTF Sports Director.
FISTF has been working without a dedicated director for more than a year, despite a concerted effort.
In the interim, most of the duties were covered by the FISTF General Secretary Francesco Lo Presti and our FISTF IT Administrator Roger Trouillard.
Discussions with Chris finally came to an agreement and the Board unanimously approved his appointment up until the 2024 Congress.
In the coming weeks Chris will outline his vision for the next two years.
We asked him to provide some background on his involvement in table football.
“My first contact with Subbuteo came in 1977. Then in 1982 I joined the official association in Hellas.
“Since then, I’ve played continually till now.
“This gives me a leading position in all statistic categories in the Hellenic community of table football, such as most participations in national champions, national cups etc. Also, there are several individual wins such as winner of national open cup 2013.
“At the team level I have spells in some of the biggest clubs of the country such as SBSC, Atlas, Roligans and most importantly Falcons. Several national team champions and team cups were added in my honours list during this period.
“In 2006 I joined the legendary Belgian Club AS Hennuyer, a club with whom I am still playing, and added some more wins,”
He said that he had travelled abroad many times, first in 1995, and has now played in more than 100 tournaments abroad, including winning the Rochefort GP 2018, and playing in 14 champions league and 13 world cups, captaining the national veteran team to 9 silver and bronze medals, and claiming a bronze in the individual veteran’s world cup 2015.
Since 1993 he has been involved in Greek associations, especially the period 2000-2004 as president where he helped revive the association from 20 players to more than 100.
He has also had short spells as communication director, treasurer and general secretary,.
“But my favorite position is the sports department, a position I have served for nearly 20 yrs. In this period, I have organized hundreds of tournaments such as Gand Prix, Majors and a couple of champions league such as 2007,” Chris said.
“For the moment I am the archive collector and keeper of Hellenic Subbuteo. This led me to write and publish a book called “40 years playing Subbuteo” in 2018, with 450 pages of stories and statistics of the Hellenic Subbuteo. The second book “45 years playing Subbuteo” is under construction right now and hopefully will be published soon.

Resignation of FISTF General Secretary

Dear FISTF President,
Dear FISTF Board,
Dear MNAs,
I wanted to thank you for all the work you have done since the day we took office. I believe that this group has done its job as well as possible.
Despite some important defections since the first election, we have managed to continue a project of growth of our Federation.
I present my letter of resignation as General Secretary FISTF for personal reasons that would prevent me from performing my role as I have always tried to do.
Please accept this letter as a notification of my resignation from my position as General Secretary FISTF effective from today, 12 October 2022.
I want to thank you sincerely for all the opportunities you have offered me and for the skills that I have acquired in this Federation over the years.
I’ll always be grateful to you for ensuring my success at my position.

Schedule of FISTF World Cup 2022 – Rome

The FISTF Board and the FISTF World Cup 2022 Rome Local Organising Committee want to communicate the schedules of the Traditional Subbuteo Waddington Trophy  and FISTF World Cup 2022 events.

The schedules have been created ensuring maximum fun for the players and respecting the FISTF Handbook.

The formats for the Individual events:

Please note that no drinks, of any type, will be allowed in the vicinity of the play area. Players will need to leave their water, outside the barriers. Anyone found with any drink inside the area will have:

  1. Verbal Warning;
  2. Yellow card;
  3. Red Card from the remainder of the World Cup.

In addition, a commission will arrange spot checks of Old Subbuteo and Table Football materials. Any player and/or referee who deems the material to be irregular may request a check.

Flores pulls out of World Cup – new start list released

Top seeded player and three time world champion Carlos Flores of Spain has withdrawn from the FISTF World Cup 2022 Open category,

Business commitments have forced his withdrawal, as he is opening a new business starting September 1.

“It is impossible for me, I apologize to the organization and the Spanish federation for the possible organizational problems that it may have caused,” he said.

“I pass on my best wishes to all the players and I hope that all of you have a great weekend of fun and great emotions.”

With several other late withdrawals, FISTF has released a revised Start List on Monday 29 August for the Open category and the Waddington Trophy.

Start Lists for the FISTF World Cup 2022 (Updated 21-8)

After the assignment of reserves and possible wild cards, FISTF has updated the Start Lists for the FISTF World Cup in all six individual and team categories and the Waddingtons Cup.
Both the Open Category and Veterans still have available reserves, should there be withdrawals before the start of the tournament.
The format for the tournaments will be release by the start of September.
The Draw for the Tournament will be held live on Wednesday, 14th September.

Response to comments by Greek President

The FISTF Board has decided to respond to a posting on social media from Mr Georgios Dimakeas, President of the Greek association.

At the outset we should say that we are surprised that the post was noted as a ‘Formal Protest’. We would have expected such a communication would have been addressed directly to FISTF, rather than a social media post.

A key point to be noted is that the much debated entrance fee to the Cinecittà World (venue of the World Cup) is now €15, and not as previously noted, €22.
Those staying in designated hotels will be provided with the tickets as part of their accommodation fee.

Those not staying in designated hotels must contact the LOC. If you want the tickets, you can write to eventi@fisct.it.
This applies to all players and all MNA officials listed on the form F40B, not just those staying in
designated hotels.

As has been stated, the change of venue for the World Cup was an unfortunate and unexpected occurrence. As happens from time to time even in the world of professional sports, venues can be changed, and events postponed or cancelled. This was not intentional.

Regarding completion of the F40B registration form for the World Cup, the form clearly noted that there were six places for the Team members in team events. This was decided by the Board as a whole and was included in the FormF40B. Of the 18 Nations that submitted their Form40B listing teams to FISTF, only one (Greece) decided to add a 7th member.

It is true that I accepted the original form F40B on the basis that tickets were already booked. It was also pointed out by me that there were 4 players named in teams’ events who might be able to qualify for individual events as wild cards, once all prime players and reserves are allocated and there are spaces remaining. However, both the Open and Veterans Individual events are over-subscribed, meaning there is no space for any players as Wild Cards in Open or Veterans.

Mr Dimakeas’ post stated “they insist, without explanation to date, to declare a maximum of 6 players”.  This is incorrect. On 12-June in an email to Mr Dimakeas it was outlined that the number of 6 was decided by the Board to ensure smoother operation and less non-playing personnel around tables.

Mr Dimakeas’ post stated “Due to the above, the Greek Federation is forced to officially protest.”

As at midnight July 23, FISTF has not received any “official protest”, just notification of a social media post.

Concerning issues relating to the absence of a FISTF Sports Director. The FISTF Board has attempted for almost a year to ensure the position of Sports Director is filled.

We have on record one candidate who applied, but whose candidature was in fact not supported by the Greek association. For the sake of confidentiality, we prefer not to name the candidate nor the comments from the UHTF about this person.

We have no record of any other candidate from Greece.

We have actively pursued a number of other possible people to take the role, across a number of countries. One was keen to assist in the latter stages of the Calendar creation but had no interest in a fulltime position. Others outright declined, for a range of reasons. And we cannot speak on Mr Eric Naszalyi’s behalf whether he would be prepared to step back into the role from which he resigned.

If there is anyone keen to nominate for the role, please let us know.

As to the comments about our Secretary General: Mr Lo Presti has worked exceptionally hard over the last year with our extended Board, particularly with Roger Trouillard, to keep the world ranking operating and liaising with event organisers. The rest of the board has done what we can to help. But he has performed his normal tasks as well as doing the Sports Director duties. I should emphasise that he, like all of the Board, are volunteers, doing what we can for the benefit of the game we all love. But he – like the rest of the board — is waiting for someone to step up and help. And by that, I mean not just help the FISTF board, but the whole table football community.

The post alleges that Cinecittà World “does not meet the criteria of being in the city and having public transport”.

Nowhere can I find such a criteria listed in any FISTF documentation. In fact, the last tender for the World Cup, issued by FISTF in December last year, states:

It is highly recommended that the venue be in close proximity to a major international transport hub, with sufficient 2 and 3 star hotels nearby.

There is no reference to “in the city” or “having public transport”.

Out of interest, the Cinecittà World venue is 15km from Rome international airport.

Concerning transportation, we recommend that contact is made with your hotel/accommodation on the feasibility of a shuttle bus being organised. I know this has already been done by some delegations.

The assignment of players follows the detailed process issued on July 10.
In the interests of complete transparency we issue here the final Entry lists, and the assignment of the various reserves as per the formula outlined in the FISTF Handbook:

  2. First substitute from a country that has 1 player selected by the World Ranking
  3. Second substitute from a country that has no players selected by the World Ranking
