Major Ilioupoli 2023 dates changed

We have had a statement from the organisers of the Major Ilioupoli 2023 regarding change of dates of the event.

“Due to the 2nd date of the Hellenic National Elections, which is 99,9% possible to be held on 2nd of July 2023 , that means at the same time of the Major of Ilioupoli.
“On the weekend of the National Elections it is forbidden to organise sport events, cultural events, weddings.
“I’m obliged by the circumstances to transfer the MAJOR of ILIOUPOLI 2023 to be held one week later, that means on 8-9 July 2023.
“I have already the permission by the Municipality of Ilioupolis for these dates at the same hall the main hall of the 1st Athletic Complex of Municipality of Ilioupolis.”

Andrea Ciccarelli appointed FISTF Development Director

Italy’s Andrea Ciccarelli has been appointed FISTF Development Director, effective immediately.
In the wake of the FISTF AGM, the FISTF Board sought possible candidates and the opportunity wad discussed with Andrea.
Most recently he was involved with the Federazione Italiana Sportiva Calcio Tavolo (FISCT) as a member of the referee commission in 2018 and then Head of Communication from December 2020 to January 2023, being heavily involved in the 2022 FISTF World Cup Local Organising Committee.


“I have played all my life with ASD TS Napoli Fighters. I started with the Youth Team and we won 6 Italian Cup and 3 Italian Championship. After that, I have played in Serie A, B and C with my club. We also won 1 Italian Cup and 1 Italy Super Cup. We took part at 3 Champions League, playing one final,” Andrea said.
Professionally he works as an aerospace engineer, currently living and working in Toulouse, France.
Andrea will start work to create a plan to assist our MNAs, MNA-P and development areas.
Andrea’s appointment is in alignment with the FISTF Statutes 12.12 and will be valid until the next FISTF Congress.
Andrea said his adventure in the table football world started at the end of 2007.
“That was when my class mates Luca Battista and Antonio Peluso told me about the Subbuteo World Cup that they had played in France. I knew this game because my father bought me a basic box to play with my brother, but I had no idea there was a federation and international competitions.
“So, my brother and I started playing with them every Monday in the oratory of the district Church, where we got in touch with all the others club members of the Napoli Fighters, which helped us to improve our way to play making matches and training.”
He said in February 2008 he and his brother played their first official competition.
“It was an amazing feeling to see many people of different ages with the same passion in the same place. After that, I started participating in many national and international competition. In 2009, in Rotterdam, I played my first World Cup with Italy Under 12. I took part at 7 world cups as player in under 12, under 15 and under 19, winning the title with Italy 7 times, then 1 Europe cup won as under 12 coach. Additionally, I participated to the last World Cup in Rome as part of the organization with FISCT board.”
“As a player, I also have won individually 1 Major under 12, 1 Italian Championship under 19 and 1 Italian Cup under 19. Unfortunately, in the individual world cup I just reached the semifinal 2 times.”

FISTF looking for people to assist with the Board

To paraphrase the American novellist Charles Warner: “Everybody complains about FISTF, but nobody does anything about it.”

Well, here is your chance.

FISTF is looking for TWO replacement board members and several other support personnel.

General Secretary.

We need someone who has a passion for keeping things organised.

The role is to act as a ‘controller’ of information flowing in and out of FISTF.

We have been working hard to reduce the ‘paperwork’ and ‘bureaucracy’ but we know we can go further, to make things simpler, easier to apply.

This person will distribute “the workload” to the members of the Board and be the chief conduit back to the Member Nations.

We need someone who has good English, with French a huge asset; is computer literate and has experience in operations. If you are passionate about keeping things organised, we want to hear from you.

Marketing Director

We need someone to work with the President, the Development Director, and Media Director to broaden the reach of knowledge about FISTF, about the game and how to get involved.

We also need to reach out to the global community to help support development of the game, through schools, community clubs and existing table football clubs. To do this we need to have a “fighting fund” to finance various projects.
Our sport needs further involvement to keep it active and developing.

Rules Committee

Our rules committee currently consists of two members: George Drazinakis and Patizio Lazzaretti, after several members stepped down at the time of the 2022 AGM. The Sports Director Chris Angelinas is a de facto member of the committee.

We are seeking applications for membership of the committee to bring experience and new ideas.

Disciplinary Council

The Disciplinary Council is currently short of one member.

At present it consists of Dr Frank Chetcuti (Chairman) and Francesco Mattiangelli. Our regulations require a third member.

We would prefer someone with a legal background.

Independent Aribtrators Committee

The FISTF Statutes require the appointment of an Independent Arbitrators Committee, consisting of three members.

The IAC will deal with all disputes arising between the Federation, the MNAs and the individual members.

The embers of the IAC do not necessarily have to be members of a FISTF MNA and can be appointed because of their experience in the field of arbitration.
A member of the IAC does not need to be a member of a national association, and in fact would be best suited to an independent person.

 Social Media team

We aim to improve our social media presence as well as communicating with mainstream media – press, broadcast, web, and radio – and are looking for people to assist with keeping a steady flow of information across the globe. Students with a background in media and communications would be ideal. English and French would be ideal, as well as being comfortable with social media, photography, video and audio editing.

Extended Transfer Period
    i) Players who  have  not  played  any  team  and  individual  tournaments  FISTF  can  transfer  in  the  first  four months  of  the year until  April  30 in an ‘Extended  Transfer  Period’. This  transfer  forms  must           be  received  by  00 hrs  (Paris  CET),  April  30.

    ii) The player transferring during ‘Extended Transfer  Period’ must  not  have used  the December  1st  –  January  31st  transfer window.
        For  a  transfer  in  the  Extended Transfer  Period,  FISTF will  require a  fee of  €50.00. The transfer  will  not  be considered valid until  the  fee is  received by  FISTF  Finance.

New Handbook Published for 2023

In the interests of openness and making all information available to all players, we publish here the correspondence sent to all Member Nations.

Dear Presidents and Secretaries
The updated FISTF Handbook for Season 2023 has been published on the FISTF website. It is available in the Resources section of the site.
This takes into account decisions made at the 2022 FISTF AGM, as well as small modifications made throughout.
All changes are listed in the Appendix 2 of the Handbook.
The Tournament Organisers Handbook will be issued shortly.
If you find any issues or inconsistencies, we would appreciate prompt notification.
 
Can we also take this opportunity to remind all MNAs and MNA-Ps that as of January 1, all changes to FormF20 must only be done through the Google Sheet. These changes can be made in an ongoing process.
We should note that in the Google Sheet FormF20, there is also a tab for Clubs. Please ensure that all licenced clubs are also correctly marked as “yes”.

As a note to all players: you must ensure that your registration with your national association is properly recorded. Your national association is your first and only point of call for these issues.

We also ask that all changes to your own boards be made through Google Sheet FormF01. Again, this can be done ongoing.

 
All transfers must still be submitted to FISTF via transfer through the web submission process, using FormF06.
This is mandatory for all International Transfers and optional for national transfers.
If an MNA has a number of domestic transfers (between two of its own clubs) it should use FormF06E.
Whichever form is used, it must be submitted via the website. This is to ensure the documents get to the correct people. 
We have found that in the past, emailed forms have been lost in the internet or not reached the correct person.
 
Also as on January 1, all event results and information must also be submitted via the website and NOT by email.
Any results which are not submitted correctly, or are not accompanied by the Event Organisers file will not be included in the World Ranking.
 
We again remind all nations that it is your responsibility to ensure your players and clubs are aware of their registration responsibilities with your MNA.

New Year Message

Happy New Year to all our Member Associations, Clubs, Players and Families.
We look forward to a prosperous 2023.
Our Member Nations have made some bold decisions at the recent Annual General Meeting.
There will be a ‘short’ 2023 season before we revert to a September-August season.
Other changes for the 23-24 season include amendments to how we classify Veterans and the ‘Under’ categories and allowing new systems for tournaments.
Growing our playing base is obviously a number one priority for 2023 and beyond.
This development of ‘grassroots’ is the responsibility of each national association and their clubs.
FISTF will do whatever it can to support our members, but it is at a local level that the growth must be achieved.
FISTF’s responsibilities are clearly outlined in our Statutes:
2.1 (FR) Promouvoir le Sport Football de Table (STF).
      (EN) To promote Sports Table Football (STF).
2.2 (FR) Développer des relations amicales entre les officiels et les joueurs des Associations (MNA et MNAP) en favorisant l’organisation de matches de football de table dans chaque région.
      (EN) To develop friendly relationships between officials and players of Associations (MNA and MNAP) by promoting the organisation of matches of sports table football in every region.
2.3 (FR) Gérer le Sport Football de Table en prenant toutes les mesures et décisions légales et réglementaires nécessaires pour la gestion sportive, administrative et financière du STF au niveau mondial.
      (EN) To manage sports table football by taking all necessary statutory and regulatory measures and decisions for the sports, administrative and financial management of sports table football at the world level.

To that end, the FISTF Board and its various support commissions (Disciplinary, Rules, Editorial, Equipment) have worked to produce a range of documents to ensure competition can be conducted around the world.
In the coming days we will release an updated Equipment Guidelines, as well as the FISTF Handbook and FISTF Tournament Organisers Handbook.
Additionally, we are working towards creating an authoritative World Cup Handbook to cover all aspects of this important tournament.
Our new Sports Director, Chris Angelinas, will also work with the Rules Committee to replace members who have stepped down.
The Disciplinary Commission is now headed by our experienced colleague Frank Chetcuti Dimech after the retirement of Antonio Miguel Montaño García, whose outstanding leadership of the Commission was much appreciated. New members of the Commission are also being sought.
Together with our IT Administrator Roger Trouillard, we have worked to streamline much of the bureaucratic red tape when it comes to forms required to be submitted. Already we are making more use of Google Sheets to allow faster and more efficient information transfer. More forms will be moved to Google Sheets in the future.
We are now moving into the period where the World Cup 2024 Tunbridge Wells takes precedence, and the local organising committee will be making announcements soon.
On the local front, we rely on our national associations and their players. It is always the responsibility of the associations to fully represent their players, and for the players to take part in discussions how their association is run.
We wish everyone the best for all tournaments in which they play, to enjoy themselves and respect their opponents, referees and officials.

Results of AGM Resolution Voting

The FISTF Member Nations have voted to revert to a September to August Season, starting in September 2023 after the result of voting from the Annual General Meeting.
A 60 per cent vote in favour of changing from the calendar season (12-8) was followed by a 53 per cent vote (9-8) to implement the change during 2023.

A proposal to remove the compulsory requirement for Teams events at Grand Prix and Gold Gran Prix was also approved (14-6). Tournament organisers can of course include team events if they desire, but it is no longer a compulsory event. Additionally, the Swiss and Swiss Hybrid tournament systems will be allowed for all FISTF Tour events after a successful vote (14-4). It must be noted that these are just another option in tournament structure.

A proposal to allow combined teams (players from mixed clubs) failed to achieve the required 66.6pct majority (11-9) and was not approved.

Two other significant changes involved age categories.
Players competing in “Under categories” (U20, U16 and U12) now must be under that age for the entirety of the season after a 13-6 vote in favour.
This will be implemented for the new 2023-24 season.

As well, the age for Veterans has been increased to 50+plus, rather than 45+plus at present. The 50+plus option received 15 votes, while there were three votes to make it 55+plus, and 3 votes to remain as 45+plus.
Again, this will be implemented for the 2023-24 season.

All other resolutions will be implemented as soon as the shortened 2023 season starts.

A resolution was passed (13-3) that in Satellite events, only Open and Under 20, U16 and U12 categories can be contested. Veteran and Women events are removed. Wild cards are removed from all events at a Satellite.

New systems to allow for some randomness in tournament format will also be permitted. Full details are in the AGM Minutes. These new tournament formats will be outlined in detail in the FISTF Tournament Organisers Handbook and FISTF Official Handbook which will be released by January 1.

Proposed changes to the number of substitutes in a team match were rejected, though the composition of a team ‘squad’ was increased to 8. Only six can be named in a match, and only one substitute is allowed per match.

A proposal to remove Sudden death from extra time in team events was also rejected.

All voting nations unanimously approved the appointment of Chris Angelinas as FISTF Sports Director.

FISTF will implement more information in the FISTF Calendar on FISTF.com to allow Tournament Directors to detail how they propose to organise and run their events.
